MedGlobal is a global humanitarian non-profit organization providing medical and health education services to people in need, including refugees and displaced persons, in disaster and underserved regions. The organization is composed of medical and public health professionals of diverse backgrounds.
JOB SUMMARY
The Country Director is responsible for all aspects of MedGlobal’s presence and programs in Sudan. This includes setting MedGlobal’s country strategy, timely high-quality implementation of medical programs, building and managing a high performing team, security and risk management, representing the organization toward the authorities, partners and the public, financial control and budget management, procurement, managing grant donor relations and seeking new grant opportunities, and producing reports and demonstrating accountability toward HQ.
MAIN DUTIES AND RESPONSIBILITIES
Leadership
- In concert with HQ, set the strategic direction for MG in Sudan, while constantly monitoring contextual shifts
- Cultivate a robust network including government, opposition, NGOs, health actors, multilateral organizations, private sector and research organizations
- Set the tone and ensure a strong team culture of results, integrity and accountability, including open and effective internal communications within Sudan and between the field office and HQ
- Represent the organization with the highest degree of professionalism and commitment
Program Management
- Using project management tools, ensure all programs are implemented on time and with high-impact results
- Anticipate and mitigate risks to project implementation (security, HR, administrative etc.)
- Ensure close and effectively collaboration between programs and medical personnel at field and HQ levels
- Ensure close and effective collaboration between field teams and supporting departments in HQ: communications, advocacy, finance, HR, procurement, grants...
- Ensure the implementation of a robust Monitoring Evaluation Accountability and Learning (MEAL) system, with emphasis on quality, timely and digitized (medical) data collection
- Conduct frequent field visits to understand project contexts and programs impact, and to coach and hold field teams accountable
Human Resource and Administration
- Ensure the timely recruitment of high performing staff in Sudan
- Interpret, develop and apply MedGlobal HR policies and terms and conditions, national employment law, consistently and effectively
- Mentor and coach staff, and implement a performance management system for all employees, to achieve performance metrics and outcomes, ensuring creation and maintenance of a strong, effective senior management/leadership team
- Ensure a training program to support the professional development of employees related to their functions
Finance Management and Legal
- Diligently and proactively manage the budget in line with MedGlobal and donor financial requirements
- Maintain efficient financial controls, accountability standards, procedures and records, ensuring anti-fraud mechanisms are in place and routinely verified
- Ensure effective relations with MedGlobal Sudan banks, and government offices related to tax and legal authorities
- Working with HQ, find solutions to challenges related to money transfers
Procurement and Supply
Ensure timely and efficient procurement and supply of items required for project needs, anticipating lengthy importation processes and finding solutions to overcome delays and administrative challenges
Resource Mobilization
- Proactively cultivate potential donor relationships through in-country contacts while working closely with the Grants Manager to identify and cultivate potential donors outside the country
- Conduct field assessments and collect information and data to produce clear and convincing donor Concept Notes and Proposals
- Ensure that donor projects are managed well, on time and with high-impact results, anticipating and overcoming challenges to avoid no-cost extensions
- Produce on-time high-quality reports for donors
- Engage with Govt agencies, INGOs, NGOs, UN and embassies in Sudan to identify strategic partnerships and understand the funding landscape
Communication and Advocacy
- Lead MedGlobal’s advocacy and (social) media work in Sudan in close cooperation with the Communications and Advocacy Directors
- Ensure the frequent production of high-quality story-telling and other communications / advocacy content including writing reports for publication
- Develop advocacy objectives and tactics for achieving them
- Represent MedGlobal to all stakeholders and government officials, promoting MedGlobal’s work, highlighting the situation of the communities MG serves, and advocating for actions to support MedGlobal’s work and improved conditions
- Working closely with the Monitoring Evaluation Accountability and Learning (MEAL) team, ensure the routine collection of accurate and timely medical and other data and expedite the transition to digital data collection
Safety & Security
- Actively monitor safety and security risks, maintaining and frequently updating the Risk/Mitigation matrix, ensuring contingency planning and critical incident preparedness. Works closely with HQ to ensure high standards of security awareness, ensuring that team members are adequately trained in security management including response to safety and security issues.
QUALIFICATIONS AND SKILLS
- Medical Doctor or other medical training preferable
- Degree in international development or related field is an asset
- 6+ years of advanced leadership and management of (medical) humanitarian programs or health-related development programs
- Legally entitled to work in Sudan
- Familiarity with the Sudan context
- Strong communications, diplomatic, negotiation, and leadership skills
- Fluency in English and Arabic
- Excellent personnel management skills
- Experience in project proposals, budgeting methods, and reporting
- Excellent attention to detail and strong organizational and project coordination skills
- Strong ability to analyze and understand complex situations and translate these into specific programs priorities and communications / advocacy efforts
- Security management experience
- An extensive network of contacts in Sudan is an asset
